Founded in 1976, the Real Estate Council , officially the Housing Specialist Council, is the largest nonprofit affiliate of the National Association of Realtors, with its headquarters in Chicago, IL. It consists of nearly 40,000 Certified Residential Specialists (CRS) and Candidates/Public Members and over 52 chapters across the United States. According to the Council's website: "the association was created to attract and retain the Realtors who are looking for the knowledge, tools, and building relationships necessary to maximize their income and professionalism in residential real estate."

The Board also tests the quality of products associated with the real estate industry by seven independent reviewers who are followed by the committee and upon approval will receive the CRS Quality Testing Quality. Examples of products that have received this seal are: Pro Action Marketing Agent Web System, Point2 Agent, Agent Logic, and Single Property Site. The Council is also recognized by the National Association of Home Builders (NAHB) and the Better Business Bureau (BBB).

The Council began in 1923 when the Realtors National Marketing Institute (RNMI, later known as the National Institute of Real Estate Brokers) was established to provide "practical education for Members and work with them to build sound and ethical practices... and to promote standards professional realtors. "In the 1960s, the Institute established a division for commercial real estate and a residential broker whose primary focus was education. In 1974, the housing brokerage division began discussing the development of training courses for sales agents that could potentially lead to professional designations. These plans culminated in 1977 when charter members who "demonstrated extensive experience and knowledge of residential real estate" received the Determination of Certified Housing Specialists. In 1985, RNMI awarded what came to be called the Residential Sales Board, the Real Estate Brokerage Management Board, and the Board of Commercial Investment-Investment with their own rules and governing powers.

The main function of the Board of Residential Specialists is to oversee and provide benefits to CRS Designers. To obtain an appointment, the sales agent must meet one of several educational and transaction options:

Realtors should also be in a good position with the National Association of Realtors who have attracted some criticism because of organizational independence but ultimately needed because of its affiliation with NAR. The Board also has strict guidance on the number of transactions and has limited them to: single-family homes, townhouses, cooperatives, up to and including the building of four permanent units, duplexes, condominiums or car park units permanently attached.

After obtaining the CRS determination, Realtor adheres to a strict code of ethics covering many rules and regulations such as: keeping confidential information safe, fully exposing any matter to a property that is clear to someone with a skill level and notifying clients of additional compensation or commissions if sales or referral done. Violations of the code of conduct may ultimately lead to the lifting of individual real estate licenses.

Political Action

During the period 1998-2009, the National Association of Realtors (NAR) spent 10 times the largest lobby number of any political action group in the United States. Despite the Council's affiliation with NAR, they currently have no active PAC group and are not contributing funds to the RPAC (Political Action Action Group).
